# SDX Intel

> The evidence layer between Earth Observation and institutional decisions.

SDX Intel is NOT a satellite-data analytics tool, dashboard, GIS viewer, or climate-risk scoring product. It is an evidence verification layer: a deterministic engine that turns a bounded institutional question into a defensible, reproducible, hash-sealed evidence statement.

## What it does
- Takes an institutional mandate (a bounded question), not raw imagery
- Runs a deterministic pipeline — same input, same result, every time
- A versioned control object (the "Mask") defines what may and may not be claimed
- Produces an executive briefing plus a reviewable evidence appendix
- Every claim is traceable and challengeable at a named layer

## What makes it different
- No AI decides the evidence — AI only structures the question and phrases the output
- Deterministic and reproducible, not probabilistic
- Claim boundaries are explicit; if data cannot carry a claim, none is made
- Each conclusion is hash-sealed and immutable
