Observation is not yet a defensible statement

Satellites, sensors and geospatial systems can make conditions visible. Visibility alone does not establish what an institution may responsibly state from what it sees.

The missing layer is the evidentiary step that separates observation from a statement that can withstand review.

Where SDX sits

SDX sits between Earth Observation and institutional use. Its role is not to display more data. Its role is to establish the evidentiary basis of what can be stated, what cannot be stated, and where the boundary lies.
