Why does SDX start with a question?

We do not start with data. We start with a question.

The question comes first

Human inquiry has always begun with questions. Data becomes meaningful only in relation to what someone is trying to understand.

SDX applies the same principle institutionally. The starting point is not a satellite image, a dashboard or an available dataset. It is a clearly bounded question.

Why the boundary matters

A bounded question keeps the evidentiary task tied to a defined purpose. It reduces scope drift and makes it possible to judge whether the available evidence can actually carry the statement being asked for.
